In Virginia, the state General Assembly just enacted a law that fines "bad drivers" aka drunk drivers, reckless, etc. very heavy fines. Apparently, this type of program has been a major economic hardship on citizens of other states, like New Jersey and Michigan. Do you think the program is fair?
