I don't know how I feel about. On the one hand, I don't like the idea of people being prohibited from protesting, especially on their own property. On the other hand, working to inflame a neighborhood against a group of people moving in is not okay, especially when it's based on untrue allegations.
I think the woman sounds like a terribly unpleasant human being, and I personally am glad I'm not her neighbor. But, aside from telling neighbors that the new residents would rape them--which maybe could be libel or slander, but even that is hard to prove--I'm not sure how she's legally doing anything wrong.
I have to agree with Lori here, she does sound to me like one of the people who goes up in arms at the prospect of anything out of "their set" going on in their street- it if were a childrens home i am certain she'd have had signs about teenage gangs and criminals being drawn to the area, if it were a domestic violence hostel she'd have panicked about trouble from aggressors, if it were an assylum centre she'd have found another issue to highlight, i don't believe for one second it's a genuine fear of harm (other than what she has now talked herself into by carrying out such activities as no longer using her pool out of "fear"- she probably began out of wanting to make a stand about feeling afraid but has eventually talked herself into a state of fear) but purely fear the standard of her neighbourhood and property prices may decline with a presence of a non-private dwelling in the street.
I do however worry how tightly controlled such homes with be for the safety of it's residents and do hope that when/if it is passed to rehouse sexual offenders in such facilities they are not rehoused within the same building as those more vunerable such as the developmentally disabled because we're meant to protect our most vunerable, not expose them to sharing a home with potential predators.
